The Institute of Cemetery and Crematorium Management (ICCM) welcomes the publication of the Phase 2 report of the David Fuller Inquiry and acknowledges its profound implications for all those who come into contact with the deceased, including professionals across our sector.
As the UK’s largest membership organisation representing cemetery and crematorium professionals, the ICCM stands fully behind the call for independent regulation of mortuary and post-mortem practices. We believe such oversight should extend to all facilities where the deceased are held prior to cremation or burial — including ‘hold over’ areas that exist within crematoriums and cemetery grounds.
Mathew Crawley, Chief Executive of ICCM, said: “This report must be a turning point. The public has the right to expect the highest standards of care for those who have died. While the overwhelming majority of those working in cemeteries and crematoriums act with professionalism and compassion, progress in independent regulation is now essential. The ICCM is ready to play a leading role in working with the government to ensure the sector is fully accountable, transparent, and safe.
“We will continue to support our members with guidance, education, and leadership as we move toward a regulated future that ensures trust, dignity, and protection at every stage of post-death care.”

How Securest Can Help Crematoriums
Securest offers advanced biometric security solutions tailored for crematoriums, funeral directors and medical facilities. In response to the Fuller Inquiry and increased scrutiny from bodies like The Institute of Cemetery and Crematorium Management (ICCM) and Human Tissue Authority (HTA), Securest provides:
Biometric Access Control: Ensures only authorised personnel can enter sensitive areas.
- CCTV Monitoring: Continuous surveillance to deter and detect inappropriate access or behaviour.
- Audit Trails: Instant reporting on who accessed any secure area, when, and for how long.
- Compliance Support: Helps facilities meet emerging regulatory standards and maintain public trust.
- Reputation Protection: Prevents costly breaches that could damage a crematoriums credibility.
Securest’s systems are designed to answer critical questions:
Can you prove who accessed any sensitive areas of the crematorium?
Can you show how long they were there?
Can you demonstrate how the deceased were cared for?
These capabilities are increasingly essential as the sector moves toward mandatory regulation and higher accountability.
